黔江濯水:一个5A景区的文旅扶贫路

  中国网联网重庆1月6日电  近日,国家文化和旅游部公示全国新确定的21家5A级景区,黔江濯水景区作为重庆惟一一家新晋5A级景区上榜。

  濯水,作为目前黔江区景区知名度最高,人气最旺的景区,在创建5A景区的过程中,通过景区文旅资源的强大号召力,吸引着四方游客蜂拥而至。景区影响力增大的同时,当地政府更为高兴的是,文旅资源让当地百姓脱离了贫困,走上了一条致富的康庄大道。
  景区蜕变 百姓增收
  濯水堰塘村高山土豆、干豇豆、土鸡蛋、老磨子绿豆粉、荞麦面,如今这些带有浓厚地域特色,价廉物美的土特产品,在濯水景区地方特色产品店内都能买到。游客游兴之余,车的后背箱装满各种土特产品尽兴而归,当地百姓则通过生产销售这些土特产品有了稳定的增收途径。
  重庆黔江濯水景区,以创建5A景区为契机,让景区蜕变,通过文旅扶贫,让百姓致富增收。与此同时,整个重庆黔江区,也充分利用自身得天独厚的文旅资源,打造出了文旅扶贫的范本。
  据黔江文旅委及黔江旅投公司相关负责人介绍,濯水景区的文旅精准扶贫被国务院扶贫办公室作为“旅游+扶贫”示范样本进行推广。据了解,濯水景区在5A创建过程中,黔江旅投共实施了10余个重点项目,创造就业岗位超过3000个,解决当地就业1130人,而这其中,黔江旅投将优先保障贫困户就业作为首先考虑的因素。并实施易地扶贫搬迁123户,规划建设容纳50户居民的5A创建安置区。

  从渝湘高速濯水景区下道口下道,一出收费站,千年古镇濯水和清幽的阿蓬江便映入眼帘,宛如一幅巨幅国画铺展在大地上。历史与上苍为濯水、为黔江留下的丰厚资源,随着濯水5A景区的创建,当地“文旅扶贫”政策,正真实地浸润着这里世代居住的百姓。
  “景区没有建成开放前,我们一家收入不到5000元,现在,我们一年收入能达到3万余元。”说起景区给家庭带来的变化,在濯水景区蒲花暗河农业体验园工作的徐桂兰深有感触。她告诉记者,之前他们家是贫困户,随着景区的建设,自己家的土地以租赁的方式租给了景区,自己也在景区上班,土地租金收入与工资已经足够让自己在当地过上体面的生活。
  像徐桂兰家这样的情况,只是黔江濯水景区文旅扶贫的一个缩影。据黔江文旅委及黔江旅投官方数据统计,景区升级扩容前,游客人气、知名度与影响力都远未达到惠及当地百姓的程度,当地有不少贫困群众全家年收入仅1万元左右。随着景区升级创建5A,通过土地租赁方式直接受惠的有315家农村贫困户,其中25家特困户直接进入景区农业体验园工作,这些受惠群人每年固定收入已超过3万元,这还不含他们依托景区售卖的各种土特产收入。据统计,黔江濯水景区通过文旅扶贫,让景区周边及阿蓬江“一江两岸”近3万人口直接受惠,成为重庆减贫示范景区。
  文旅推广 人气聚集
  作为渝东南的龙头与中心,黔江素有“中国峡谷城,武陵会客厅”的美誉。辖区内有濯水景区、小南海、城市大峡谷、十三寨、阿蓬江等等众多独具特色的自然与人文景观资源。
  然而,因之前宣传推广力度不到位,这些绝美景致都养在深闺人未识,呈现当地人抱着“金娃娃”却受穷的窘状。随着国内经济体量的增大,旅游产品成为越来越多中国家庭的消费必须品,当地政府及旅游部门开始对景区资源实施升级换代,并加大对文旅资源的宣传推广力度。

  据黔江旅投集团公司相关负责人介绍,近年来,黔江文旅委及相关部门采取“走出去,请进来”,线上线下的立体宣传推广模式,渐渐让黔江及黔江各大景区深入人心。尤其是濯水景区,古镇内的“世界第一风雨廊桥——沧浪桥”已经成了网红桥,更成了全国各地俊男靓女旅游约会与打卡的圣地。
  “我们每年都会与全国各地旅行社签订战略合作,并定期在上海、山东、陕西、四川等经济发达地区与周边省市推广我们的旅游资源,同时邀请作家、诗人等文化名流来黔江采风,创作与黔江有关的文学作品,景区也会定期推出有着浓厚少数民族地域特色的文艺活动。通过这一系列立体化推广,让景区游客量与人气呈‘井喷式’大增,2019年全区接待游客人数达3000万人次,综合收入达到160亿元。”黔江旅投公司相关负责人说。
  蜂拥而至的外地游客是当地百姓直接受益的基础。“旅游资源再好,如果没有游客,一切都是空谈。”黔江旅投相关负责人称,该区在加强景区建设、宾馆扩容等旅游资源硬件建设的同时,也着力营造旅游文化服务的软环境,力争让每一个游客来黔江旅游都做到高兴而来,尽兴而归。只有这样,才能真正让游客满意,更能直接带给当地群众实惠,达到文旅扶贫的初心。
  据了解,目前以获批5A的濯水景区为代表的黔江旅游,拥有小南海、土家十三寨、城市大峡谷、神龟峡、水车坪、爱莉丝庄园等7家4A、1家5A景区,旅游景区资源总量居全市第二,渝东南第一,正全力构建2个5A+10个4A的旅游景区方阵。这些独具特色的旅游景区,正通过自身的魅力吸引着越来越多的中外游客前往旅游度假休闲,成为国内文旅扶贫的一面旗帜。(文/吴红金  编辑/朱月月)

  Zhuoshui scenic spot , as the most famous and popular spot in Qianjiang district, has been attracting tourists from all over the world through the powerful appeal of cultural and tourism resources in the process of creating class-5A scenic spot. With the increasing influence of the scenic spot, the local government is more excited that the cultural and tourism resources have helped the local people out of poverty and embarked on a road to prosperity.

  Alpine potatoes, dried cowpeas, native eggs, old Mozi mung bean powder and buckwheat noodles in Yantang village of Zhuoshui are now available in the local specialty stores of Zhuoshui scenic area. After having fun in the scenic area, tourists often make kinds of local products full of their cars, and the the local people have a stable way to increase their income through the production and sales of these local products.
  Taking the creation of class-5A scenic spot as an opportunity, Qianjiang Zhuoshui scenic spot in Chongqing made the scenic spot transform and the local people increase income. At the same time, the whole Qianjiang district of Chongqing has also made full use of its unique cultural and tourism resources to create a model for poverty alleviation.
  According to the relevant people in charge of Qianjiang Culture and Tourism Commission and Qianjiang Tourism Investment Company, the culture and tourism targeted poverty alleviation in Zhuoshui scenic spot was promoted by the Poverty Alleviation Office of the State Council as a demonstration sample of “tourism + poverty alleviation”. It is understood that in the process of the establishment of Zhuoshui scenic spot, Qianjiang tourism investment has implemented more than 10 key projects, created more than 3000 jobs and solved 1130 local employment problems, and Qianjiang Tourism Investment Company gave priority to the employment of poor households. In addition, 123 households were relocated from other places for poverty alleviation, and 5A resettlement area was planned to accommodate 50 households.

  Driving out of Zhuoshui scenic spot on Chongqing to Hunan Expressway, as soon as you get out of the toll station, you can see Zhuoshui, a millennium old town, and the quiet Apeng River, just like a huge traditional Chinese painting on the earth. History and the rich resources left by God for Zhuoshui and Qianjiang River,with the establishment of Zhuoshui class-5A scenic spot, the local “cultural and tourism poverty alleviation”policy is truly infiltrating the people living here for generations.
  “Our family’s income was less than 5,000 yuan every year before the scenic spot was built and opened, but now we can reach more than 30,000 yuan.” Speaking of the changes that the scenic spot has brought to families, Xu Guilan, who works in the Puhua Underground River agricultural experience Park in Zhuoshui scenic spot, has deep feelings. She told reporters that with the construction of the scenic spot, she leased their land to the spot and also worked there. Their family was poor, but now the land rental income and salary are enough to make them live a decent life in the local area.
  The situation of Xu Guilan’s family is only a microcosm of the cultural tourism poverty alleviation in the Zhuoshui scenic spot of Qianjiang River. According to the official statistics of Qianjiang Culture and Tourism Commission and Qianjiang Tourism Investment Company, before the upgrading and expansion of the scenic spot, the popularity and influence of the spot was far from reaching the level of benefiting the local people. There were many poor people in the local area, and the annual income of their families was only about 10,000 yuan. With the upgrading and establishment of the national class-5A scenic spot, 315 rural poor households have benefited directly through land leasing, of which 25 special poor households directly work in the agricultural experience Park of the scenic spot. The annual fixed income of these beneficiaries has exceeded 30,000 yuan, which does not include the income of various local products sold in the scenic spot. According to statistics, Zhuoshui scenic spot in Qianjiang has benefited nearly 30,000 people around and along the “one river and two banks” of Apeng River through cultural and tourism poverty alleviation, becoming a poverty alleviation demonstration scenic spot in Chongqing.

  As the leader and center of Southeast Chongqing, Qianjiang is known as “China’s canyon city and Wuling’s reception hall”. There are many unique natural and cultural landscape resources such as Zhuoshui scenic area, Xiaonanhai, urban Grand Canyon, thirteen traditional villages, Apeng River, etc.
  However, due to the lack of publicity and promotion efforts, these beautiful scenes couldn’t be known, showing the embarrassment of the local people holding “gold” but suffering from poverty. With the increase of domestic economy, tourism products have become a must for more and more Chinese families. The local government and tourism departments began to upgrade the scenic resources, and increased the publicity and promotion of cultural tourism resources.

  According to the relevant person in charge of Qianjiang Tourism Investment Comany, Qianjiang Culture and Tourism Commission and relevant departments have adopted the “please go out and come in” policy in recent years by online and offline three-dimensional publicity and promotion mode, gradually making Qianjiang and its major scenic spots deeply rooted in the hearts of the people.   “Every year, we sign strategic cooperation with travel agencies all over the country, and regularly promote our tourism resources in Shanghai, Shandong, Shaanxi, Sichuan and other economically developed regions and surrounding provinces and cities. At the same time, we invite writers, poets and other cultural celebrities to come to Qianjiang and create literary works related. The scenic spots also regularly launch literary and artistic activities with strong regional characteristics of ethnic minorities. Through this series of three-dimensional promotion, the number of tourists and the popularity of the scenic spots has greatly increased.   The influx of non-local visitors is the basis for the local people to benefit directly. “If there are no tourists, no matter how good the tourism resources are,everything is empty talk.” According to the relevant person in charge of Qianjiang Tourism Investment, while strengthening the hardware construction of tourism resources, such as the construction of scenic spots and the expansion of hotels, the district also strives to create a soft environment for tourism and cultural services, and strive to make every tourist come and return happily. Only in this way can we truly satisfy the tourists, bring benefits to the local people directly, and achieve the original goal of poverty alleviation by culture and tourism.

  It is understood that at present, with the approved class-5A Zhuoshui scenic spot as the representative of Qianjiang tourism, there are seven  class-4A and one 5A scenic spots, including Xiaonanhai, Tujia thirteen traditional villages, urban Grand Canyon, Shengui Gorge, Shuicheping, Alice manor, etc., with the total tourism resources ranking the second in the city and the first in Southeast Chongqing. It is striving to build 2 class-5A + 10 class-4A tourism scenic spots array. These unique tourist attractions are attracting more and more Chinese and foreign tourists to travel for vacation and leisure through their own charm, becoming a banner of domestic cultural tourism poverty alleviation.
